I have been promising for awhile and here it is a brand new free web layout.
It is

Full CSS 2.0 supported
Comes in Four Color Flavors/li>
Is Liquid
Easy to customize...

    When I learned HTML 3 a few years back, I enjoyed the power to publish content to the web where people from all over the world could access it easily. But as the web projects I developed became larger, I wished for a way to control design elements in a more centralized way.

    It is also important to take note of your white spaces when doing a layout. Too much white would make the website very dull and not appealing. Lively colors and some doodle lines would help.

    Make sure all your important links are at prominent places. Preferably right on top - that's usually where a visitor first looks. Make use of menus on the right and the left.

    Right on top indeed. You also have to consider making your navigation tab an easy access to web visitors.
